Job Title: Legal Officer - Compliance

Summary of the Role

Applications are invited from suitably qualified candidates to fill the following post
LEGAL OFFICER - COMPLIANCE (GRADE D2)
MAIN PURPOSE OF THE JOB
In conjunction with management, facilitate the identification, assessment, monitoring and reporting of all risks and compliance matters in line with policy & regulatory requirements and updating outcomes in the risk registers.


Key Duties and Responsibilities

1. Develop and implement compliance policies and procedures for all business units & departments.
2. Conduct compliance risk assessments, prepare evaluation reports and recommendations to all relevant stakeholders for awareness, accountability and prudent decision making.

3. Oversee and enforce adherence to corporate governance tenets.

4. Conduct audits of policy and compliance to standards, including liaison with internal and external auditors to ensure Directors, management and employees follow all applicable internal, regulatory & statutory requirements.
5. Establish measures that ensure the business complies with all applicable laws, statutes and regulations, standards of best practice, internal policies, processes, and procedures.
6. Develop & implement compliance documentation in line with the requirements of the Public Entities Corporate Governance Act and any applicable legislation.
7. Lead & facilitate awareness training for all employees Ensure compliance with Statutory & Regulatory requirements across the business.


Minimum Person Specification

-5 O' Level passes including English.
-2 A' Level passes or equivalent.
-Bachelor of Laws (LLB)/Business degree in Law, Accounting, Business Management, Risk Management or other relevant commercial degree.
-Membership to Law Society of Zimbabwe or any other relevant professional Board.
-2 years of post-qualification relevant experience in legal and or compliance roles.
-Excellent interpersonal, communication, prioritisation and negotiating skills.
-A strong and clear communicator, able to adjust their communication methods to different audiences to ensure understanding of technical information.
-Strong process management skills.
-Strong analytical skills and organizational skills Ability to be a team player and work on multiple projects simultaneously.

Job Title: Networks and Communications Administrator

Location: Information Services Directorate
Reports To: Director, ICT


Summary of the Role

The Networks and Communications Administrator plays a pivotal role in ensuring the seamless operation of Parliament's ICT communication infrastructure. This position is responsible for maintaining network integrity, diagnosing and restoring network faults, and implementing secure, resilient, and scalable communication systems that support the institution's operational efficiency.

The ideal candidate must have strong technical expertise, a proactive problem-solving mindset, and the ability to manage both internal ICT functions and external vendors.


Key Duties and Responsibilities

  • Maintain and manage the network infrastructure of Parliament.
  • Monitor and resolve real-time network faults via network management systems.
  • Perform initial diagnosis and remote maintenance using Known Error Database resources.
  • Submit input for weekly, monthly, annual, and ad-hoc ICT reports.
  • Plan and execute technical ICT projects under the guidance of senior ICT staff.
  • Support new implementations and upgrades of communication and hardware systems, including project management and documentation.
  • Ensure compliance of client servers, workstations, networks, and telecom systems with Parliament of Zimbabwe (PoZ) Security Standards.
  • Design and maintain efficient, cost-effective communication infrastructure and services aligned with PoZ policy and service expectations.
  • Provide first-line technical support to PoZ ICT communications users.
  • Respond to hardware and communication faults, and manage product and service requests.
  • Oversee the execution and formal acceptance of ICT projects before they go live.
  • Manage vendor relationships, including on-site engineers supporting departmental ICT needs.
  • Contribute to business recovery site development to support continuity during disaster scenarios.
  • Collaborate closely with the Help Desk Manager, Hardware Administrator, and Web/Intranet Administrator to offer comprehensive technical assistance.

Minimum Person Specification

Education and Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, or a related field.
  • A relevant Master’s degree is an added advantage.
  • Professional certifications such as CompTIA Network+, Cisco CCNA, or equivalent are required.

Experience and Skills

  • Proven experience in hardware and network administration.
  • Strong understanding of network protocols, routing, and switching.
  • Familiarity with server operating systems and virtualization technologies.
  • Hands-on experience with SAP systems is highly desirable.
  • Experience with cloud-based solutions and services.
  • Solid knowledge of cybersecurity principles and best practices.
  • Excellent troubleshooting and problem-solving skills.
  • Strong communication and interpersonal skills.
